When does a person get promotion from manager to senior manager in cognizant?

I work at a mid tier firm in an audit group of ~20 people. We’ve recently had two seniors and a manager leave, and I just found out another senior with a ton of big jobs is leaving in three weeks. I also just found out I’m being promoted to senior with a raise of 10%. In light of all these departures though, I kind of want to ask for more.... should I? And what % raise is appropriate? I am supposed to join PwC India (management consulting) in 3 weeks. PWC offered me a 23% hike on base pay which was fine 2 months back.

Now in efforts to retain, my firm is revising pay and will probably match that hike and there will also be a 20% bonus.

Can I use these data points to leverage a joining bonus from PwC? What are your thoughts?

I had HR round discussion on last Saturday with Mphasis, they told me that they will release offer letter on Monday or Tuesday but today is Friday I didn't receive offer letter yet, only received selection mail from talent team on Wednesday.
My joining date in other organization is 13-sept.
