United: if I book a later flight on miles for economy seat can I get on standby for earlier flight if premium economy is the lowest same fare class? Rationale is later flight is 15K miles, earlier flight I want to take is 35k miles

No. They won't upgrade you to Premium Plus in standby. That's not how standby works. This would be similar to upgrading to business class as a standby when you were originally booked in economy. They simply won't allow it.

Maybe call United instead and ask?

Hmm not entirely sure what you're saying. You can definitely standby for earlier flights for free (on united ticket stock and operated flights).

But I'm not sure what you mean by "if premium economy is the lowest same fare class". PE has OAR,ON,RN fare classes and Y has YBM...LKGN,YN,HN,XN,X. Not sure how they can be the same fare class.

O, A, R classes are the purple seats. B, Y, X, N etc. are the blue seats in the back. Two distinct classes. No free upgrades to O, A, R seats, even for 1K status or GS unless you're redeeming PlusPoints so there's no way someone on standby would somehow get higher preferential treatment than the highest elite status flyers.

Yeah they wont let you on standby if there are no economy seats and that is what you booked. They might upgrade somebody to open the economy seat but that is a gamble.
