I have severe issues with the current US administration, and generally I am pro immigration. But in this one, I'm totally aligned. H1Bs have been gamed for very long to undercut local talent. And the problem is that with that goes the core skills required to move up the tech stack skill set for junior people.
Now firms will truly need to provide innovation, rather than just doing the same old game of labor arbitrage.
A1 - I've hired and interviewed a lot of H1B holders. It's a mixed bag at best. Certainly not the most talented sample group. I've also met very bright and talented immigrants. Almost certainly they come up through the education route. I don't think immigration is bad. I absolutely don't. But the H1-B visa program at the core is not how the US is getting their top talent. If people are truly great, the 100k threshold should be a non issue. Keep in mind people can't directly apply to the H1-B, this is always corporations.
As someone based in EU but working for a US company, does it affect intracompany transfers? I know dozens of colleague who have made the jump to the US but they started their careers in a subsidiary in Europe. If not, if they want to continue hiring immigrant workforce, they only need to hire them 1st through their subs in whatever country the person is from.
Technically the intracompany visa is an L1.
However, plenty of people move by way of H1-B from one subsidiary to another.

And black women did much of the calculations in NASA in the early days of the space programs. As a white man I’m comfortable admitting we wouldn’t be anywhere without all the people who aren’t white men. Our diversity is our strength. Now all those talented people will go to other countries and build up their economies. Why would we want to pass on talented people? What Trump did to h1b visas is to appease talentless people who are angry they’re talentless. In Trump’s world, everyone gets a trophy if you match his target demographic, even if you’re talentless.

D2. If you hold an H1-B visa there are a lot of restrictions and you can't pursue other job offers. In most cases H1-B visa holders are not paid competitive salaries because they can't pursue other opportunities. It's a type of indebted servitude.
