Cringe for sure but they may not know any better. Is it a professional or entry level role?
There’s nothing to respect about sweatpants in the office. They came dressed like that for the interview or for the first day of work?
What type of business? A candidate should take the time and courtesy to appear professional imo however I'm wondering, are they in high school and this is their first interview? Perhaps they are coming from a job that is casual wear and tried to make your meeting?

Depends on the role and environment but sweatpants are not generally regarded as appropriate attire when leaving the house.
I work in the tech industry, which is famously relaxed but even for us, we expect people to wear jeans and a clean, blank t-shirt as a minimum.
One point of context here that would be useful is if there were any discussions with the candidate about an office dress code. I share this with every candidate prior to interviews so they can prepare accordingly and again before their first day. That helps to avoid any issues like this. At least it should.
Definitely “cringe worthy”. I share that kind of information with the hiring managers as well.
