Depends on what you’re going for. If you’re solely interested in the rankings to determine the “best”, then yes. Each school has their niche/specializations so do your due diligence. Also take into consideration where you intend on living post graduation as your network will play a large factor

All are good. PTMBAs are usually catered to a more locally based students, although I know of a couple people that fly into Chi from Philly and DC. I’m in the EMBA for UChicago but would have otherwise done PT if not for scheduling (that’s the primary decision factor for many).
I don’t know of anyone that would weigh Cal versus, for example, Gtown not because of the calibre of the program but because they’re on different coasts.
As far as ROI, I’d just look at your goals and what you expect to get out of the program. If you’re in DC area, NYU, Gtown, and UVA. Chi would be UC and Northwestern. NYC and Boston have loads.
