You could ask to rotate, but using that reasoning may not be well received. The project exists for a reason and you are there to serve the project. The project does not exist to serve you and your ambitions. Making a request to move focused on your ambitions could be a bad strategic move.
I would ask to rotate if you have a good relationship with your manager. At my company, that would not step on any toes at all. They would happily move me if I needed something more challenging.
