“Oh good, you aren’t busy! Regina I need you to do X, Gretchen you have Y, Karen you’re on Z. It’s due by _____ so I’ll check in on you in about 2 hours to see if you are making progress or have hit any road blocks. Any questions? Great!” Then walk away for them to complain about you but eventually begrudgingly go do work.
If they don’t then you have reason for disciplinary action that’s more concrete than “no one will help.”

Be forceful in your ways. Use direct words. Be assertive. Use HR to leverage performance management and exit prep.
You get treated this way because you allow it.
Let them think you’re on a power trip. People always grumble when boundaries are created but it’s the only way forward and things will settle down again once what you will and will not tolerate is established.
I know your right but it’s really difficult but I know I have too .
Don't give them a choice. They have too much free time if they have time to gossip so the extra work will fix that. And you may have to fire the head mean girl to get the others to fall in line.
