What to do when HR is refusing give salary range for internal jobs ?

I had cleared all the rounds in S&P and had salary discussion 1.5 month back. The HR is always saying the management is on leave and will soon get the approval and release offer. I got an offer from Luxoft(DXC Technology) and EY GDS for Senior Test Engineer position. CTC are same in both organization. EY GDSprovides yearly performance bonus but Luxoft doesn't give.
As Luxoft has good opportunities in terms of onsite and variety of projects where EY I am not sure about it.
Please suggest where I can join from both these companies.
