Never been to any of them myself, but it would be so fun to plan a trip around one! I would say to just pick whatever you think would be the best fit food wise. Could say see what other foodie things are around whatever city you plan on and make sure to get some reservations in advance!
I think maybe the way to go is to pick some of his favorite foods and go to a festival centered around that one food. Or, a more general answer is Taste of Chicago, as it is a festival that spawned many other imitations. Make sure you get a festival map or program and strategize your meals. Kansas City and other places have barbecue festivals and competitions. If you have trouble deciding, the musical acts may help you choose one over another. Bring water and sunscreen, and a hat. Try to use the bus, train, or rideshare as parking nearby is typically a nightmare.

Don't be ashamed about parking far away and getting a rideshare right to the festival...to the driver you mostly look smart. Driving around a lot of pedestrians is frustrating, so tip excessively. The train or bus can be a good choice or also quite full. If you are from out of town, most city transit systems offer some sort of visitor or day pass.
