When getting promoted from ACD to CD, what’s a reasonable salary to ask for if you’re in one of the most expensive markets in the US?

When talking with the HR recruiter about compensation before my first interview, she mentioned a base figure and OTE. The OTE meets my expectation but base doesn’t.

Can I negotiate a higher base while offsetting some OTE? Is that a thing?

Now the problem is with the current cmpny guys don't care about the work and the role isn't that challenging and don't see people take seriously abt work like loging quite late while the role requires to be in shift at right time.
