They're probably pushing people to use it, because they don't want to deal with people complaining about how they have so much pto expiring.

Also D's fiscal year end is in June which is 6 months after the calendar year end that pto expires on. So this wouldn't be related to fiscal year end layoff payouts
Americans do not take PTO. Coming out of college and weighing a B4 that has it vs. one that doesn’t, your former self might’ve been inclined to jump into the boat with “unlimited”. Problem is It’s a liability that can just be reversed at the end of the year if no time is actually being accrued, and they will owe employees nothing, while employees will be less likely to take time off >> the firm hates paying you for time when you’re not working and billing to clients, so saying you have unlimited PTO is a scam to make you feel like you can ‘always’ take time off, whenever you want, while they know the actual likelihood of you taking time will be less!!

As soon as one firm manages to do it, they will all follow. Not paying out accrued vacation for leavers and not having an accounting accrual in the financials is a big one-off benefit for firms and they all need to show competitive partner earnings by whatever means necessary.
The relationship leader in my group constantly tells us to use ours every summer. They've been doing this for years as there's a one year roll over cap on vacations. If you don't use those accrued hours before blackout period in the fall, they are gone. If the situation is similar, I wouldn't jump to an ulterior motive.
Capgemini required PTO usage if you were on the bench during the months April-June, conditional upon not going negative. They laid off about 25% of my practice after this policy started.
