Another vote for CCO. Nothing is more motivating to a recruiter than a forwarded message from the CCO saying “check this person out”… gives you a very good chance at an interview. But, you need to figure out how to break through and stand out to that CCO who is likely super busy and inundated with requests. A great brief for your most difficult client, yourself.
Hah maybe not the CCO (likely waste of time, unless you have some personal connection), but definitely try and find the folks you may be reporting to, like the CD or ECD. It's possible depending on the size of the company that those guys will say "Unfortunately I have zero say at this early stage, you're better off reaching out to recruitment" (something I've heard from a CD when I applied somewhere)

The job market is a dumpster fire at the moment honestly. I've had jobs come up at agencies where I know the CEO, President, CCO, and Recruiter...messaged all of them, president and ceo said they'd pass my name on to recruiter and still didn't get so much as a call. When I see folks on here asking about how soon they'll get a raise or promo I want to just say, be happy you have a job right now.

If you’re awesome, contact the CCO directly.
Everyone is too busy so they’ll just skip. Recruiter though, it’s supposed to be his or her job. So send there but don’t wait up for a response, get on with your life. If you’re good, they’ll put you on waiting list, unless they’re in a real need for new talents at the time.
I’d had luck messaging GCDs/ECDs since they have a real say in hiring and team structure. Could be a useful second way in if the recruiter is not getting back to you!

Very agency dependent. At my agency, I’m entirely responsible for hiring besides a final rubber stamp from the CCO. But I also don’t have time to respond to the literal hundreds of messages I receive from both freelance and full time prospects. Recruiter is the move 90% of the time.
The head of the department you’d like to work in and if you can manage to copy the recruiter, great. Never only the recruiter unless that’s your only lead.
