Does Deloitte pay out unused PTO if you quit?

Deloitte friends: taking my first PTO since joining the firm in a couple of weeks; is there an expectation to essentially be remote or is it real PTO here? Previous job PTO just meant work elsewhere..

How does PTO roll over at Deloitte? If you don't use it, do you get it added to your PTO next year?

Does your firm pay out your pto when you leave? I previously worked for Deloitte and know they do (or did in 2012)

Why does Deloitte penalize its employees for paid time off? Is it fair that the denominator of our utilization doesn't account for PTO?
