I am always in negative - I take a few days off every month. This helps me recharge. I set these expectations with my team when I was staffed. I am the mainstay on the account and the client loves me. My project team does not have a choice but to work around my PTO schedule.

A large part of it does carry over but there’s a cap though. You can’t go on accruing PTO hours. And Casual leaves don’t get carried over. The policy might also slightly vary with your office location. So my answer would be WLB isn’t something thats a given at Deloitte. Flexibility? Absolutely but WLB? If you try and optimise your work for WLB, maybe but that’s gonna be hard.
I’m still relatively new to Deloitte but have had team members tell me to book my pto now. But the work life balance to catch up seems to definitely be overpowering unless you have a team who’s willing to work with you
