Partner 1: so offer letter is signed. How long does he/she now need to stay with BDO before they meet your test of character? Do you likewise feel the firm can’t fire the person for this same timespan? Or like most partners, do you feel this character test is only a one-way thing? I am not attacking just trying to understand the philosophy that seems to imply indentured servitude on the rest of us.
EY3 what service line are you in that you deal with greedy partners on a regular basis? That’s just surprising to me. I would say most of the partners I have worked with during my career, including those I work with now are like P1.
I've said it before and I'll say it again, this is about your character. You signed an offer letter. You made a commitment.

They would have no problem deferring you if there was a sudden change in market and they had to cut positions
I think you should explore the opportunity within BDO before you consider outside opportunity. And if BDO don’t have any opportunity for you, then I think you can respectfully notify them that you will be seeking this opportunity elsewhere. I believe in courtesy, so try to solve this internally.
Btw, I think commitment and loyalty do exist and it is very important to both the employees and the firm.
For example, I’ve known a managing director who would never be promote to partner because he left the firm multiple times. And another example is that during 2006-2007 financial crisis, PwC was the only that firm didn’t lay off any employees for staff cutting. This did resulting some retention for the policy. I’m merely presenting some facts that I have learned by interviewing involved personnel.
3 months out, go for it. Just tell PWC you're interviewing at multiple places and you have an offer on the table so you'd appreciate a quick response. Should still be reasonable time to pull back on BDO if you get an offer. Also did you mention to BDO that you were interested in IT? Pretty sure IT is hiring in all regions.
After speaking with PwC, if I get an offer from PwC, I’ll let BDO know and also let them know I’m interested in IT audit if they would be willing to switch me to IT instead. But I don’t wanna let go of BDO before I assess the situation.
Through with the interview. PS: I’m more interested in the position with PwC since it’s an IT audit role.
I’d hear pwc out, but maybe tell them you may want to stay with BDO for year to not burn bridges. In IT audit, we probably will always have some position in some office.
