Is anyone at Weil who can confirm whether this ATL article is true regarding bonuses being linked to billable hours (https://abovethelaw.com/2020/09/weil-offers-a-new-take-on-fall-bonuses-theyre-hours-based-and-theyre-huge/)? Keen to understand whether bonuses are paid per class year per market scale or depending on bonus.

I'd set the expectation when giving the project. "This should take you 1 to 2 hours, but let me know if there's any trouble you're running into or if that's not possible and we'll work it out." Sometimes there's other factors at play, too. Never assume they're just slow. They're also interns, so feedback is a big part of the process. Expect them to be slower than an entry level employee but also let them know when the did/didn't hit the mark and how they can next time.
Assign another task in the same time frame and see how they respond. Some of them will sink but some will swim.
Ive experienced what AD1 is saying, that they’re afraid to bill actual time, though what your describing is minimal. Plus it’s teaching prioritization
Have you addressed it directly? “The expectation here is that x task will take x hours. I noticed you billed more on your timesheet and said you were swamped when I assigned another task. Are you getting more work than you’re billing? How can I help you work more efficiently?” You could also blame the discussion on higher ups or finance—say they’ve been checking on efficiency or utilization (or whatever).
It’s not unreasonable. I struggle with this too sometimes. Asking for a pretty simple project that gets deprioritized and delayed for weeks with no good reason or excuse. I’m planning to have a conversation to discuss this in detail and understand what’s going on. I know personally, I’m feeling very fatigued mentally and can’t get into work like I used to so things take longer for me. I think MANY of us are feeling that way. So I’m very frustrated but a side of me is wondering if my colleague is experiencing this to an extreme. Having the convo and understanding whether they have some mental barrier or if I’m not being clear in my delegation of my expectations will hopefully make this ongoing issue go away. And I plan to express my disappointment in a personal way (vs blame or shame) and my desire to not have to follow up constantly. I’m genuinely learning from what I’m sharing as I write. So thank you for your vulnerable post
