Overall, I think we're frogs in a pot being slowly boiled so we don't notice.
If it were one thing or another it wouldn't be a huge deal. But first it was utilization/billable targets going up, then it was slowed down staffing in spite of big wins, then it was increased "enforcement" on FTO, then it was having to fight to give promotions or substantive raises, now it's this new BS around remote/hybrid/in office that seems benign right now but is probably the precursor to some fresh hell down the line just like all the other "benign" changes have been since IPG Health became a thing.
CD1, maybe at the executive level or in Creative people are taking 40+ days, but I've managed nearly 20 directs over the past five years and it is a struggle to get them to even take the 25 baked into utilization.
Similarly, I don't know who has been "skating" in utilization. In my department, before we took targets up to 90% we already had a policy of no more than a couple hours a week to gen admin codes and the department was largely compliant. That was including overtime and weekends. Want to take all those great trainings FCB is always bragging about it? Do it on your lunch because you can't bill to it anymore, sorry. Now not only do I have to tell my directs that there "is no such thing as admin time" but, personally, any actual PCM I want to work on with my directs, any process, any policy, I have to do on my own time since I now also have to be 100% billable. Want to be a half decent people manager? Do it on your own overtime.
