It's such a shitty move. Also a sure sign your agency is in real trouble. Good news is you can put the new title on your resume and get a better offer.
I was offered a promotion no raise, and I said, "thanks, but if I'm getting more responsibility, I want to be compensated accordingly" boss said "makes sense, most people don't ask for it..." and I got $20k more. You don't get what you don't ask for.

Happened a few times. Not ideal. It's a condescending pat on the back without ponying up that you are valuable to the company. They claimed the "promotions are separate from raises" BS. Take the title and leave.

Just to clarify: I begged to promoted 2 people during a wage freeze. Company relented, and I gave it to them, apologizing profusely but knowing I was essentially raising their workload. Tried to commiserate, etc, and was totally transparent and in the end it made their careers take off. They still hate me.
Promoted from what to what? Sometimes there are lateral moves that aren't really promotions, which seem most prevalent at the junior levels. I had a similar experience to LB1 early on, but it also involved a department switch.
Don't be too shy to ask about it. If it's a legitimate title changing, responsibility increasing promotion, there should be an accompanying salary increase of at least 10%. Don't be an ass about it, but asking about an increase is not out of line.
I was offered one that I refused two years back.
Both of my promotions have been delayed pay raises....here's the title, pay raise will come next quarter. Luckily the pay raise did actually happen. The downside was that I got to put the title in my email, but HR system didn't actually kick that title in until the pay came through, so my actual "tenure" at a title was 3-6months behind HRs records. Starcom is notorious for this unfortunately.
Can you get other things instead like more vacation?
Ended up taking a pay cut after getting promoted due to my overtime pay being taken away and being given a small bump in salary. Didn't stay there long to say the least.

Yeaaaah, not great as I'm still in the same position. But I'm glad not to be managing for a lesser number. That would make me part of the greater problem to act like the behavior is okay.
