OP As far as I know, Big4 are still hiring for FDD positions, but less aggressive than a year ago. Your best bet is to reach out externally instead of transfering internally at Deloitte IMO. You will have to take a step back in title, but the pay and experience will be worth it. Good luck!
I know an audit manager from national firm jumped to big four as M&A manager. Would suggest you not down level yourself

Can confirm, audit manager -> FDD manager is doable and has been done in the past for all big 4. (I was a M at PwC and moved to M at EY, was also offered a transfer at M level at PwC. EY offered higher salary at the time of my choice more than a year ago. I have also seen SM Audit -> SM FDD although rare, but they had specific experience in an industry with FDD need.
The only way to make this transfer happen in my view is network. Referrals don’t work that well, everyone refers. You have to start building a relationship with your chosen fdd team. By the time I interviewed and did the case study with EY and PwC FDD as an audit manager I had already had multiple coffee chats with most the the partners in the group and virtually met with members of the team. Simply applying is not enough, and when I had these chats they were not even hiring yet (pandemic lockdown) it was when the need popped up they came back to me.
You have to start as early as possible, not wait until a posting shows up. Just bc they are not taking anyone now doesn’t mean they won’t later, build the connections now. I started talking to them when there was zero hiring and people scared of covid19 layoffs, that was the best time imo, because the second there was availability/need I was top of the list and told to interview.

May be hard as I know B4 has slowed inexperienced hires. Def would recommend the switch though! One thought may be going to midtier then jump back to D after 6-12mos
