You can definitely ask whatever you want. You might not get an honest answer but I think it is worth asking. Remember, you are interviewing them to see if the role is a good fit for you as well.
Yes, it is a fair question and good candidates do ask it. Sometimes the silence just means they were not expecting it or do not have full visibility, but it shows you are thinking about how the team actually works.
I actually think asking about how the team operates is a great question. If people react awkwardly, that’s a bit of a red flag for me about how clear or healthy their processes really are.
