Necessary? No. Beneficial? May be but I think what most hiring managers look for is your experience or portfolio of your works.

Generally, I am a "no" on cover letters issue. As someone who has interviewed over 100 job candidates I've never really read them, mostly because they are typically just boilerplate statements without any real information. I know you are "seeking a job in tech" because you applied to our company. I am interested in your work history and accomplishments.
In the end, I guess I have to agree that including a cover letter may be beneficial IF it is a well written letter. I have seen some very poorly written cover letters that killed their chances.
Zero interest in cover letters — portfolio gets you the first phone call and I’ll get a much stronger signal from that real time conversation than from a cover letter.
Only if you have no other way to set yourself apart or really want the job but maybe aren't as senior. I think in these times its more beneficial to get to know who you are.
I think for the senior roles they will look at the cover letter to see whether you fit company/team culture. (IF they will look at it)
