Where is the sustainability sector headed in the Middle East, project wise?

Just been offered a manager position (people & org consulting) at a big 4 in Qatar for 24k (QAR). Based on previous threads this seems low for the region. Especially as 9k goes towards accommodation (max unfurnished 1br) ....Have I been low balled? Or is this normal?
