New job for sure. You have more leverage and a much better likelihood of getting what you ask for than you do negotiating with your current employer. It's hard to get them to really budge when they hold all the cards.

New job. Only can get a significant raise with a promotion in a lot of cases. Sometimes it’s actually better to leave and come back than to try to negotiate up at the same company.
