Don’t think so. It’s not unheard of for clients and ex-clients to poach their agency’s people. Agencies are always gonna bend over for their clients, so they won’t stop it.
Have also heard multiple cases where agencies lay someone off and their (now ex) client gets them a job at their organization.
No rules or policies I’ve heard of. I worked agency side for decades, moved client side, and back to agency after a five-year stint. I know many who’ve done the same.
I would start by checking your paperwork. Read through and see what they made you agree to when you joined.
Sometimes. You’d have to ask someone who has a copy of the contract which usually is only the senior account person and the agency attorney. Or your new prospective employer may be a more discrete way to find out

Check your contract and it should be spelled out there.
Having said that, I once worked with a terrible account director who went to work for one of our main clients, and then became our client. Then, once there, she put the account for review and took the business elsewhere, leading to a ton of her previous colleagues to lose their jobs. She was a real piece of shit—err I mean, work.
