I would say that BAH is very strong in the federal space and is just getting their commercial space back up and rolling. D and ACN have the largest and strong tech practices. They are also probably the quickest to lay folks off. PwC and EY are much smaller in tech, which means you can stand out a bit more, but also have less opportunities from a project/role perspective. It also hurts if you get paired up with a crappy PPMD since they’ll have a significant impact on your career. I think from an FSO perspective, though, B4 is pretty big compared to ACN and BAH.
Overall, while there are some culture differences between firms, the bigger differences lie between practices. The SAP practice at D will be similar to that of ACN, for example. A key difference though, between ACN, BAH, and B4 is that B4 has independence restrictions, so you cannot own certain stock, limits engagements, etc.
Almost all firms use offshore for tech projects unless specifically prohibited by the client.

From my experience, Accenture supports more on-shore development than EY. Perhaps that was unique to my practice. And ACN still uses off-shore, just less in comparison to EY

There is a middle ground between a dev in India and a dev in NYC - that's where low-cost delivery centers come in. We have then in Baton Rogue, Lansing MI, and more - Deloitte has USDC roles in Gilbert Arizona, and Orlando FL.
They take "tier 2" talent - maybe someone that went for an English degree but then did a dev bootcamp - and pay them pretty low rates. Maybe 45k.
If you're looking for roles - avoid these delivery center jobs. They are just as demanding as core, but the pay is rough.
Deloitte has massive delivery centers both offshore and onshore. The client drives the decision on which ones to use.
Lol the only difference between that group of firms is that BAH doesn’t even belong in that grouping.
