I'm a big fan of Nordstrom Rack online. You can filter by style of clothes, by brand, by price, etc. I actually like the Nordstrom brand for basics like sweaters and I do like Theory for more formal work wear, it's a little pricey but worth it and it's usually a good price at Nordstrom rack.
It takes a little common sense to know that the comment is inappropriate. Well, anyway even cheap casuals will do. You don't have to spend more just to look nice. I am buying my casuals in cheap dollar stores. I am sure you will have good finds there. Just slay it Girl.

OP it is not just the brand but the overall fit. Definitely recommend going into Nordstrom and meeting with a stylist (it’s free) for some recs. Brands like Wit & Wisdom make great Petite jeans and pants with a little smoothing tummy panel. Once you have found a few pieces that work for you, you can replicate at some less expensive/on sale retailers like Kohl’s, Belk, or Macy’s. Belk is such an underdog I swear. Crappy ones are so crappy but the good ones?… SO good.
Another way to dress to impress is to buy reasonably priced pieces and pair with wraps, scarves, jewelry, etc. Or tank/cardi combos that you can change up and make more outfits out of and stretch your dollar.
I’m your height and I wear a 10 in tops and a 6 on bottom. Some stores I like that carry Petites besides what I mentioned: Loft, Ann Taylor, JCrew, Anthro, WHBM. And I have had some decent luck with Stitch Fix. Had to send back 2-3 boxes but once I did I started to get cute stuff that fit well.

Couple of thoughts. Tailoring is relatively cheap and will make average-priced clothes look 10x more expensive because they’ll fit you perfectly. Do look out for materials that don’t wrinkle too easily. And as someone else already said, having one statement piece (which can be a scarf, piece of jewelry, etc.) can also elevate an outfit. And EY1 is a tool:)
