“Best” is subjective - what perks are important to you? have you looked at comparisons published by The Points Guy?
For travel chase sapphire or one of the Amex cards. For cash back points venture by capitalone

Most of the mid tier to high end credit cards have no foreign transaction fees. Do you fly any specific airline mostly? What kinds of points do you want to earn? What do you buy a lot of?
It’s all based on what you want to do with those points.
For travel, you need to look at the travel partners, i.e. of the big 3 airlines AMEX partners with Delta and Chase partners with United. Same goes for hotels.
I personally have both Chase Sapphire and AMEX because my wife and I spend enough that we can justify the annual fees through travel redemptions.
Amex Gold probably.
