Maybe try UpWork - see if she can do some side gigs to get her feet wet again.
As a former recruiter, gaps can be hard to overcome - and when they see you’ve been out of the field for four years, they’re going to want to test your skills a bit.
So, I say, use UpWork, if she can make some cash that’s awesome - if not she can gain the experience.
She could also rip off the dates on her resume & in the application put down that she meets the requirements, and don’t put down a value more than $0.00 for desired salary & that should help her get through the ATS.
The ATS will be using their screening questions to get her to a recruiters dashboard - from there they’ll see X years, Y education and certifications, and then her resume with the pertinent skills & jobs that she was a programmer at.
At least that will buy her dialogue & time - it should also buy her an interview. If she gets ghosted by a corporate gig for a gap, or what she perceived is the reason is the gap, I’d be on the phone with the EEOC, and I’d be filing an investigation…if she meets and or exceeds the experience, there’s no reason a gap should stop them from at minimum getting her in front of a hiring manager.
In the interim, get those side gigs just to get back to it and have some kind of proof of recent work to show she can still program at a high level.
