I think you can only get the signup bonus on a card once every 5 years. However, you could have a SO apply for the Reserve, combine points, change your CSP into a freedom or freedom unlimited, have your SO say that the magnetic strip on his or her card isn't working and need a reissue with the same card number and then you walk away with another 100k points and 2 cards for both of you to use without having to pay the authorized user fee

No. T&C say bonus is not available for customers who have or had this product in the past 24 months. And the sign up bonus is tied to a social security number not a card number EY1 so I don't think whatever you said would work. Also, Chase has 5/24 rule: you must not have more than 5 credit pulls or requests in that past 24 months. If you downgrade youd be losing the signing bonus for the product you downgraded to (CSP offers 55k bonus that you can't get by downgrading)
@A1 thanks for confirming it is indeed 24 months between signup bonuses not 5 years. However, everything else I said will indeed work if you read a little closer into what I was saying. Just in case that great Accenture kind of yours still isn't clicking, I'll do a play by play. OP already has the reserve and has already gotten the 100k bonus. She/He can downgrade that reserve to a freedom or freedom unlimited (freedom is a better choice imo since it looks like they might discontinue it in the not too distant future). If she/he has a SO then the SO could apply for another Reserve and get another 100k. Running total is 200k points now. I'm sure OP wants the reserve handy as well so to circumvent having to pay the authorized user fee for the reserve a phone call will be made to say that the magnetic strip on the card is faulty and a new one needs to be issued. This would result in 2 chase Sapphire reserve cards in circulation for each person without having to pay the $75 annual fee (granted you won't get double lounge cards, the SO name would be on card, etc). After all of that, the 2 wonderful ppl could apply for a CSP if they desired and each get the 50k signup bonus and then downgrade that to whichever freedom card they didn't get the first time or just close the account entirely. The final running total of points would be 300k and if redeemed as travel through the reserve portal would be $4500 of value. Just as a PSA, you can transfer chase points between "household" members. Let me know if you need a flowchart in the appendix...
His question was can HE re apply for CSR and get the bonus again. But yes anyone can apply and get a bonus and combine another bonus with another person... I don't think hes asking about the card perks which is why I was confused about the authorized user/2nd card part you said
