Utah is moving into the yellow zone even in dense areas. I would say as long as the parks are open and you keep the 6ft rule, you're good.
Many national parks are already reopening. Late July seems very plausible.
Careful with Zion. The mayor of Springdale, the town on the border of the park, is asking for the park service to shut down Zion.
I’ve been to both, they are in the top 5 for number of people visiting each year. Each also has limited options to enter via car. So unless you want to hike 10-20 miles into the park, before getting to the park, watch for restrictions. Best bet is December for Zion and early spring for GC.
The town is mostly open! Knew someone go up on a non national park trail in the area a week ago and restaurants were open. Idk about hotels though since they did a day trip

Realistically, you’re going to need to watch for updates from the park service. Looking at those two parks, it appears that the Grand Canyon South Rim is open on a limited basis and Zion is open on an extremely limited basis, both of which may mean that people who don’t get there early enough might be turned away.
Hopefully things will be in better shape by when you want to go but you’ll have to watch it closely.
I love Zion. Go when it’s warm.
