Yes, many recruiters and hiring managers maintain databases or applicant tracking systems (ATS) where they store past CVs and applicant information.
Coach
The process allow recruiters to track candidate interactions, store resumes, and quickly access information about previous applicants.
Coach
Recruiters for staffing firms add candidates into a general database that is searchable, and depending on the size of the firm can be queried somewhat regularly. Many staffing recruiters will also add candidates to specific folders if they have ongoing needs in certain domains.
For corporate (permanent) applications your resume is still stored in an HR system, but it is far less likely that it will be queried and found for future opportunities. Many corporate recruiters use LinkedIn Recruiter for sourcing and if you applied in the past that can be seen there and help to boost your rankings in their searches (following the company and being open to opportunities can also boost your ranking in searches).
Hiring managers do not have access to HR/ATS systems to search for past applicants, but they may keep a tracker with a few prior candidates if they had finalists who interviewed well but ended up a 'silver medalist' - or had a situation where a position lost funding.

*TLDR - Recruiting firms may hang onto your resume and call you for future opportunities, for corporate roles you should continue to apply if you want to be considered.

Yes I think so too
Yes, I think that most companies keep applicants on file for 6 months. I applied for jobs and didn't get a response until 3 months later.
Coach
The delayed response is more a result of internal processes; many companies will set up a certain number of interviews and then stop reviewing additional applicants until those initial candidates have completed the process (only revisiting the talent pool if the others fall through).
Also, since a human recruiter needs to review every application there are times when it can take a few weeks to get through them all. I routinely have positions that get 1,000+ applicants within a couple of weeks and it can take me a month or longer before I have gotten through all of them.
Mentor
YES - that is one of the reasons why companies have ATS (applicant tracking systems). Corporate or Agency, we all use tools to track who has applied, what jobs they applied to, and what the results of those applications were.
