VERY technically yes. You need the rights for every image regardless. But no one in the industry is that concerned about adhering to copyright law. If it’s not public-facing, there are lots of people who don’t care.
Don’t care. The music rights alone would put some agencies under.
Shitty agencies make you do this. Then you get blown out of the water at Cannes by every random office in Europe that uses movie clips and puts the Beatles on theirs.
