I do and have never gotten any flak for it. Most of the people in my office do as well. HR sounds completely tone deaf. There isn't anything disrespectful about it, they should want you to do whatever is necessary (within reason) to be more productive.
I kinda have to be present at all times so I don't have the luxury of listening to music on the job but I know for a fact that its okay to do that. Your HR sounds a little controlling.. I don't see the problem either. Is your music loud and disturbing? If not, you should just continue to 'disrespect' people.
Sounds like you got called into the principal's office and got told off for listening to music in class. I know the visuals of it can seem like you are disengaged or not being professional. The best bet is to acknowledge it, make your case, and see what they say from there. I’ll have an earbud in a lot of the day listening to music, but almost everybody does that here.
Maybe you could get some sort of accommodation exception to use your headphones when you're not actively engaging with customers? Say it helps you focus and increases your productivity? Though honestly, it's a little bit crazy that they would have that sort of reaction to somebody simply trying to focus anyway.
I do at times when I really need to buckle down and get work done. Its kind of my signal that I need to get work down and I am not to be bothered. I don't do it all the time but sometimes I do and nobody seems to mind it at my company.
