Pacific Beach or Little Italy sounds like a fit for her!
I would definitely recommend little Italy. I lived there when I first moved here and I absolutely loved it.
North Park is often mentioned, but rents are insane and with a long waiting list. San Carlos is a nice quiet neighborhood in northwest San Diego. I would avoid Imperial Avenue or downtown due to the crime and general feeling of despair. LaMesa and Chula Vista have pretty interesting downtowns and are near the train. The Mira Mesa neighborhood is full of Asian culture and lots of offices are nearby.
Her budget will work with at least one roommate, two would be better.
She will be able to live with roommates in SD. I would suggest trying to get to know the potential roommates as much as possible before committing to live with them. Everyone I know with roommates here spends half the time I talk with them complaining about their roommates. There are a ton of transplants to SD but they can’t afford to live alone. Many have inflated egos because everyone from where they are from thinks it’s so cool that they made it to California. Not saying your sister is one of these people… However, if she is forced to live with people with this mentality, she may be miserable.
Mission valley
North Park, South Park, Downtown, Little Italy, Mission Valley… likely going to need at least 2 roommates in these areas tho. While i’ve never been a fan of Pacific Beach even when I was younger, it might be appealing to her.
That said, if her office is in Rancho Bernardo which is where I live, she might want to live in more residential areas that are near here like Poway, Carmel Valley. RB is far from everything mentioned above and the commute can be horrible.
Stay out of National City, Barrio Logan, San Ysidro, Santee, Lakeside.
