Does anyone know what salary I should be asking for for an insurance underwriter position?

Hi all - Soliciting feedback on comp for a new role.
Last role was an engineering manager at 185k, 10% bonus, RSUs, paid healthcare.
The first offer was a bit underwhelming. I'm trying to think of creative ways to respond with a counter offer. Offer is 150k base with 10k bonus, no equity or stock, and insurance premiums are a bit expensive. Base and bonus are what I have to work with. Initial thoughts were to give a hard "no" and continue interviewing.

Has anyone gone from a federal gov’t employee to private industry? I’m considering making the swap for better pay, I make decent money where I’m at and I know I have job security. Just trying to see if there is anyone else that was bold enough to make the leap.

I have many options to consider but two options below are what I’m thinking of right now.

I want to see your thoughts on which one I should pick.

Job A: Project Engineer. 135K/yr base. 10% signing bonus.

Job B: Senior Project Manager. Contract. $60/hr standard. $90/hr overtime.

Been working at a startup law firm doing transactional work and recently the partner of another firm doing private defense litigation has attempted to scalp me with a base pay well above my current.
