Does Deloitte GPS still count holidays and PTO against utilization?

My sister is looking at GPS now and is a bit leery since that was the case when I was at Deloitte ~10 years ago.

We stay until 8 or 9 everyday and then at the end of every week my manager tells me to book only 40 hours. It sucks ass and now I have to explain to my counselor why my utilization is so pedestrian...

I have been stuck deciding between two offers (both in IC, but one is more program analysis -similar to consulting work but on the fed side, and actual analysis).

The program analysis offer is at a higher GS level and a more well known agency, but is not what I’m interested in.

Does anyone have any advice on how to make a decision? Go with what I want to do, or go with the more well known agency and higher gs?
