There are so many factors at play that it's hard to say anything too specific. Consider what platforms you want to focus on, and whether your approach is local or national or international. If you've got someone who can handle a camera, and anyone halfway competent at writing copy, just turn them lose and go for a DIY approach. There's no way to guarantee a massive impact, but you can see small businesses all over Instagram, for instance, who put out engaging content that connects with their audience. Emulate that approach and see what works.
