During a phone interview when HR asks what your salary requirement is, how do you politely switch it back on them to give a range for the position first?

Currently I am working in TCS Kolkata with 6.8lpa, technology - Exchange 2010 (which is already out of support from Microsoft).
I got an offer from Infosys Bhubaneswar with 9.3lpa, technology: Office 365.
My hometown is Kolkata.
Hybrid model is okay for me if it is Bhubaneswar as my in-laws won't allow me to move to a different city. Problem is opportunities are very less in Kolkata and TCS won't hire ex- employees. Should I switch to Infosys or stay back in TCS..
