Using PTO does not count against utilization.
Having low utilization does impact your performance evaluation.
So if you take anytime off then that time would also be removed from your target hours - so it doesn’t impact utilization? If not the time off would hurt utilization (assuming you are billable when not on PTO)
Since you have “unlimited” leaves is there a maximum amount above which it starts to hurt util ?

Underutilization can, unless there’s reason for it. Heavily involved in internal initiative and you’re fine.
Find it strange that PTO doesn’t impact utilization since you have unlimited time off. I assumed they wouldn’t reduce your total target hours when you go on leave, so overall util would go down when on leave. Not assuming any bench time (either billable or on leave)
