Always talk unless you have a contractual prohibition. Knock wood, I've been lucky. After the first job out of school, all the other jobs came and found me. Talk. If nothing else, you get an idea of what's out there.
OP what level are you? I'm guessing you were already making near the top of your salary band before you we changed to the cohort model, so you were part of the subset who saw no benefit from the compensation structure change. Sorry about your insignificant raise, I'd engage with recruiters just to see what's out there.
Is a 1 the best and your raise was only $500-WTH? If that's the case, I would listen....
Is one good or bad at PWC? Either way it sounds like time to leave

I don't know if 1 is good or bad at pwc but either way you should leave.
1 is indeed the best rating, otherwise known as a "Top Performer". But yeah... OP, the only explanation is that you had maxed out at your level (A1-3, S1-3, M1-3, etc. instead of the A-E year piece) salary wise. Have to get that promote to get that raise going. Can tell you that my bump to Manager was a good +20% with similar bumps the following year with high ratings, so it can get better.
Also my HR told me what my salary would be when I get promoted in May. You should be able to get that info from HR
