I got an offer from IBM gurgaon, but the manager said the project will be assigned later when you join. What shall i conclude from this that they are hiring to manage resource pool?

I got an offer from HCL.
I am changing my domain from support to development role.
Are there good Java Springboot project in HCL Bangalore location? I am afraid I will again end up in support project.
