I’d say it’s a poor reflection of the recruiter, but not the potential job. I have had some terrible experiences with recruiters - often last minute, poor communication, etc - but have pursued the opportunity anyway and ended up with some great jobs. You won’t be working with the recruiter - don’t let it ruin your perception of your potential team!
It's totally bad form. Don't let it deter you from a potentially great opportunity.
If you're interested in the job/agency and have the flexibility to take the call, then I'd say go for it. Annoying, yes, but like others said - it's a reflection of the recruiter, not the agency.

Recruiters are unfortunately awful but they don’t really represent the agency. If it’s a place you’re interested in then try and look past it. But if you can’t make it you can’t make it, just be courteous and let them know (even if they don’t show you the same courtesy).
That's funny! Recruiters think creatives are, unfortunately, awful! LOL!
j/k but please don't generalize like this. We're usually doing the best we can with what hiring managers and leadership give us.
