How much does a manager at A&M make compared to PWC CMAAS manager ?

I work 2 part-time jobs. I just requested a pay raise at my ABA job which they approved on by 10%. My other job is in Mental Health has a flat rate with no chance to request a raise, turns out I'm not required to work the full 20hrs/Week meaning that when there's no work to complete I won't be getting paid. Expecting an offer from both Deloitte India and Capgemini.
Deloitte India - Senior Consultant
Capgemini - Associate Consultant

Capgemini has verbally promised me 9 LPA but the offer is yet to be released.
Deloitte India has not yet communicated any offer, neither verbal nor formal.

I am more inclined towards joining Deloitte India as it is a bigger position than Capgemini.

When I negotiated my comp, all my discussions were around me being a junior and I only accepted my comp for that reason (would not have accepted if I was step above junior since it was low). Negotiations happened with HR, but my offer letter and documents never mention junior (but I have proof from HR saying I am a junior). How do I approach this with my boss as I’m not sure she’s aware I’m actually technically a junior? Revolving around asking for a move up + raise

Two company A&B gave more or less package X+3 Lakh.

Can we still negotiate with company A Or B to get top up from X+3 to make a clear decision to choose over one other.

The HR says the delay is happening because the people who need to approve are on leave. Are they playing around or keeping on hold? Do they actually release offer after this much delay? I have got an offer from Accenture and the fixed amount is 16lac and the only deduction they said will happen is PF from this 16 lac and it seems I need to bifurcate the split ups for the basic HRA and other allowance during the onboarding time.
