I worked as many hours in Canada as I do here, target or not…
I’m not defensive. Somebody billing 1700 shouldn’t come to the US unless they go to a lifestyle firm (which exist). But the many, many people (at least at the “seven sisters” (ugh)) billing 1900+ plus pro Bono plus committees etc. are absolutely getting ripped off.
I’m moving home to Canada from US big law if it helps? But I don’t want to work at a Canadian firm lol doesn’t seem worth it

I mean salaries here are way below the US, but we don’t have 2000 hour targets.
Most US firms don’t either, but also it takes fewer hours worked to bill in the US than in Canada (from my own personal experience)
