I always give notice after I've returned the signed offer and they accept.
I’m also in this same situation.. I always thought about waiting until background check, drug screen and all other checks clear out before I tender my resignation
When would your start date be? Is there any way the offer could be rescinded/contingent?
Best to wait until you as much as possible, but try to make your start date as delayed as possible if you value your current place, or you think they will have a tough time finding someone else like you.

Idk as a hiring manager I would say to always be upfront and honest with your manager and to let them know that you are planning on accepting an offer that is too good to pass on. This could do a couple of things 1) allows your manager time to work out if they can save you with matching your offer 2) shows that you are being respectful and don’t want to leave them with any issues backfilling your role and 3) overall it’s just good to be honest because the world is a small place and likely you will cross paths again. Keep every door open.
I get the other comments though about being fearful that the offer isn’t official and whether you will be stuck with no job. So I think it’s really up to you based on your relationship with your manager and how you want your network to be in the future.
I’m very lucky that my team has always been respectful and honest allowing me time to save them or find a replacement within two weeks.

After you have signed the contract!
Always after both have signed - and depending on your background and their mentality after background check.
E.g. if you know there's something that they might view as a liability, or if they have extremely stringent security clearance requirements (defence contractors, etc.)
wait till you signed offer letter and they have accepted. Congratulations!

Don't do anything until the offer is written and signed.
Then it is a matter of when your start date will be and how much notice you want to give.
Definitely wait. I hadn’t thought about the background check but I don’t know that I could have waited that long. I didn’t even get the info for the background check until 2 weeks after I signed
Wait wait until everything is as close to final as it can be. Receiving an offer is not final
Wait til you get the first check.
After the final offer and you sign things. Companies usually tell you when if you ask.
Sign them give notice.

I would wait until all checks are done and you have a start date. No one gives you notice before they lay you off! Your new employer should give you two weeks once that is done.
