Xanax for the dog and maybe you, emotional support animal papers, and a direct flight.
A 12 pound dog is tiny - you may not even need ESA papers if she can fit in a carrier under your seat
My 15lb old man dog flies all the time. His vet prescribed him Xanax and another sedative we use sparingly. Let your dog get to know the carrier beforehand by leaving it out and placing treats in it, and going on walks around the block with your pup in it. Then when it’s time for the airport he doesn’t freak. Our pup just sleeps on these flights and we use the airport pet relief area before and after the flight and he’s fine...
Super helpful. Thank you! She's 15 and in great health overall but I have never taken her on a plane. She would fit under the seat so I am assuming she can fly with me on my lap or under seat.

If your family doctor will write you a note saying that your dog as an emotional support animal, then you can fly with your dog safely on your lap. You will also need to fill out a form from your veterinarian stating that the dog is not a danger to others. They will also waive the fee for you if it’s an emotional support animal.
Don’t do this OP. This is what causes actual trained service dogs and people with real disabilities to get a bad rep. Don’t be that Karen.
The dog will be fine, people are crazy. I fly with my 15lb Maltese all the time, they stay in the carrier under the seat. You cannot put them in your lap. Fee is anywhere from $100 to $300 per flight. It's a dog, it will be fine.

Shouldn’t be an issue. A nice dog is the least thing NYC drivers worry about.
In lap people, have you considered people who are afraid of, or allergic to dogs? The insensitivity is just mind numbing.
