I had raised queries to payrole and they have replied with a suggestion to think twice before opting for this benifit.

Could be just a freeze at the end of the year, but I wouldn't hold your breath. Prepare for the worst by continuing to apply and mentally preparing yourself that it could mean the offer isn't coming... but I don't think that's a done deal. It's very possible they will be able to make the official offer at the start of the year
It happened to me twice. The companies had hiring freeze. One was effected by Silicon Valley bank fiasco, the other was a consulting firm, and its client were having a freeze on projects
I had a similar issue where they kept making excuses as to why the formal offer letter hadn't been sent (mainly using Thanksgiving as the reason), but they kept pressuring me to just submit my resignation to my current company so I could start with them on January 6th. I refused to do so until I got the actual offer and I'm so glad I did.
The person I interviewed with requested one final call with me to go over everything with the other owner and his partner and that call was an absolute nightmare. The entire job specifications flipped a 180 and it went from being a place that understood and offered work/life balance to "You'll be working 60+ hours a week and travelling nonstop, but you'll be able to buy a multi-million dollar house and as many cars as you want in six years!" Essentially they wanted me to sabotage my personal happiness and potentially my marriage just to line their pockets and supposedly mine.
I basically told them to get bent for wasting a month of my time only to mislead me with false expectations and shady tactics.
Thankfully they showed me their true colors and I'm so glad I trusted my gut and didn't prematurely resign or I'd be out of a job right now.
That sounds odd. There are companies that are just fearful of doing any hiring, so they kind of lead people on and then don't actually make the offer. It sounds like that. Not sure what you can do except keep looking and hope you find a company with the wherewithal to move forward.

If an org is serious about hiring you they will make it clear. Don’t expect an offer and continue searching and don’t stop until you’re actually onboarding and filling out an I-9. It may eventually come but unlikely. Don’t count on it.
It is very recent but there is a sickening trend in 2024 where “offers” really aren’t offers and revoked
I've been paused in a similar way due to a leadership change in the organisation. When the freeze ended a few months later the hiring manager decided to redefine the role description and not hire me. The off the record version I heard back was that they hired a junior instead so they could spend their budget on a pet project.

Sounds like a management issue. It could be they just don't hire at the end of a quarter or year to make their books look good. Some other possibilities: They are in the middle of a reorg, they are in the middle of a merger or acquisition, someone in the management chain left suddenly, someone died or had to go on sudden medical leave.
Less serious options could include waiting on a big customer to sign or an investment round to close.
I would consider the position "at risk" and continue to network and interview.
There have been stories like this the past two years or so. Ask your recruiter if they have an expected date when written offers will be going out or available again. Then it’s up to you if you want to wait, but general consensus seems to be treat it as if there is no offer. If they open up - great. Also depends if you’re working now and what your timeline is.
Since you have a verbal offer, I encourage you to call and ask what the situation is. Why are they not signing offers now? Do they plan to send a written offer on Thursday?
If the person who gave you the verbal can't address your questions, assume no written offer will be coming.

Tell them you need to give at least a 2 week notice to your current employer and you can’t do that until they give you a written job offer. Then it’s up to them to determine when you can start.
Remain patient and persistent. Follow-up e-mails to HR and whichever tech leads you may have interacted with, reaffirming your interest in the role. It is unfortunately Christmas/New Years, so some members critical to signing you onboard may be OOO. Remain optimistic, but continue to submit your resume elsewhere. The market is picking up.
It happens, they are ready to go and then a freeze.
Ran into a similar issue, was ready to go and they said they did a freeze.
So I told them; alright, and kept looking, a month later they sent me the offer and since I was still looking I took it, don't take it personally, sometimes companies do silly things to save a budget for a year or month.
It’s happened to me and never got a call back. But it could be much different circumstances and situation for you.

I was called and asked, if we offer you xyz, would you be interested? We had a discussion. Then was told to exspect a written offer in two weeks or less. Explained the soft offer had to be approved and HR/recruitment had to write up the offer letter. I was also told if the written offer was not acceptable please reach out to "insert POC". I was also told on a third interview everything so far looks good we would like you to meet the team. At the end of the meet and greet I was told to exspect an email by end of day. If they ask for money or give you a check to buy equipment then I would be cautious. Also anything US federal government related is probably waiting on budget information.

In my experience, some clients want to find a candidate first and then try to justify funding the role to whoever controls the budget. chances are, the budget hasn't been signed off yet. i would keep interviewing and don't lose a real job in hand while you are waiting. it's happened to me. until they give you a signed offer, there is no offer. i hope it works out for you
I know this is a couple weeks old but for anybody who is reading this at any point in time:
This did happen to me once where I was given a verbal offer and told that currently I would have to wait for the physical offer for HR to write it up. So when that came in it was significantly less than the verbal offer and I was told by the hiring manager that they couldn't swing the higher offer. They were absolutely Pikachu face whenever I withdrew my acceptance of the offer since it wasn't the same offer that I verbally accepted to and they verbally offered.
They thought I was the unprofessional one when I took a job making significantly more than they offered.
