Not sure what to say except it's a historically strange job market. And I hope your persistence will pay off. Might be a good idea to broaden the search, look outside your geographic area. And switch up whatever else you can, rewrite your resume and do much more networking. Hang in, you're bound to find something.
Yes, you have to take any job that you can get. For many, it may mean taking a job in something that uses the title of ME but the role may use very little Engineering skills and you may have to work your way up the ladder over years. I have known people who had to take jobs in "Construction Project Estimator" as a construction company, and had to work up into more Engineering type roles over years. In some cases, you may have to move as you may be in an area where the market if flooded...
I would say if you have the funds to travel, go to some of the hiring conferences. Companies usually send recruiters that are hiring on spot, and it also presents an opportunity to network.
The best paths for new grads is internships. If you graduated already then it might be too late for you.
It took me 6 years to finally find an engineering job with my BS in Mechanical Engineering. I looked heavily right out of school and then got fed up with no responses from potential employers. Gave it a break for a couple years and just worked a few different jobs. Started reapplying about a year and a half ago. Until a year ago I thought I was never going to find an engineering job let alone an engineering job in design work. Just stick to it and don’t give up if you’re passionate about engineering. The 6 year hiatus between school and my first engineering job was definitely not ideal but hopefully it is not the case for you. I would recommend finding a job in the meantime that the work you do can be vaguely related to some form of engineering, anything helps.
My brother is in the same boat. The market is disgusting right now. He has been looking for a job for over a year.
