Has anyone moved to IC role from people manager? Does that type of time exist in consulting?

Is applying a few days before the “Apply by” date too late? Do most decisions get made early on/they don’t wait for all applications before interviewing/hiring?

I wanted to know if there's room for negotiation, considering I have another offer and also considering the cost of living and student loans. Can anyone share some insights about BTSA comp and negotiation? The principal did mention that I did well in the interview when they called me.
