They should at least give an offer contingent on successful reference checks before asking. Covington? I hear they are cutting (not hiring)
My firm calls all references that are not the current employer before extending the offer and notes that we will check with their current firm once they have tendered their resignation.
I know people who have been asked and who provided, and they ended up not getting the offer and worse yet, burned at their current firm. Tread carefully OP
